Back in the day, Peter and I discussed this topic a bit. My viewpoint was something along the lines of... No big deal. Don’t worry too much about the moisture content prior to maceration... most of the moisture in tinned or bulk tobacco is most likely PG or some other casing they spray on the tobacc...
